Summary

GENERAL SUMMARY

The Pharmacy Controlled Substances Program Manager is responsible for providing oversight of the Controlled Substances Program to ensure compliance with state and federal regulations as well as applicable health system policies and procedures.  This position provides controlled substance monitoring and surveillance as it relates to regulatory requirements and diversion prevention. Reports to the Director, Pharmacy.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conducts routine audits of controlled substance inventory, medication administration, and documentation to ensure compliance with all applicable regulations and policies.
  • Maintains and audits all applicable documentation for controlled substances across Children’s Hospital of the King’s Daughters Health System, including Children’s Hospital of the King’s Daughters, Inc. and Children’s Pharmacy Services, LLC.
  • Identifies and investigates suspected drug diversion activities within the healthcare organization.
  • Collaborates with clinical staff, pharmacy team, and compliance department to develop and implement controlled substance compliance and drug diversion prevention strategies and policies.
  • Develops and maintains a comprehensive drug diversion monitoring program, including data collection, gap analysis, reporting, and follow-up investigations.
  • Provides education and training to staff on drug diversion prevention and detection strategies, policies, and procedures.
  • Maintains up-to-date knowledge of all applicable federal, state, and local regulations related to controlled substances, including but not limited to DEA, FDA, and state pharmacy board regulations.
  • Presents institutional controlled substance compliance and drug diversion reports to controlled substance steering committee, senior leadership, quality leadership, or other oversight committees as requested.
  • Supports pharmacy quality and staff development team as needed, including, but not limited to, staff education, staff development, quality improvement initiatives, adverse drug event reporting, etc. 
  • Serves as a liaison with law enforcement agencies, regulatory bodies, and other healthcare organizations regarding drug diversion prevention and detection efforts.
  • Participates in departmental projects.
  • Performs other duties as assigned.

LICENSES AND/OR CERTIFICATIONS

  • Must possess a Virginia Pharmacy License or be eligible to obtain a Virginia Pharmacist licensure within three months of hire.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor of Science in Pharmacy or PharmD from an ACPE accredited school of pharmacy required.
  • 4+ years of combined pharmacy practice experience required. 
    • An equivalent combination of experience, education, and/or training may be substituted as explained below:
      • ASHP-accredited PGY-1 pharmacy residency and 2 years of pharmacy practice experience in a pharmacy setting as described above; or
      • ASHP-accredited PGY-2 pharmacy residency in Health-System Pharmacy Administration & Leadership or equivalent and 1 year of pharmacy practice experience in a pharmacy setting as described above.
  • Knowledgeable of state and federal regulations as related to controlled substance procurement, documentation, chain of custody, disposal, storage and handling, and prevention of diversion highly preferred.
  • Must be in good standing and maintain continuing education requirements with the Virginia Board of Pharmacy.
  • 2+ years of experience in hospital / health system pharmacy practice highly preferred.
  • 1+ year of experience in controlled substance compliance, diversion prevention, controlled substance oversight, etc. highly preferred.
  • Strong proficiency and technical aptitude in Pyxis, Cerner, ControlCheck or equivalent and MS Office products, including Excel, PowerPoint, Outlook and Word.
  • Demonstrates high quality critical thinking and analytical skills necessary to evaluate facts, determine alternative solutions to problems, evaluate courses of action, and make sound decisions and resolve problems. 
  • Excellent time management skills with the ability to prioritize multiple and competing tasks, ability to shift priorities and able to work independently in a fast paced, fluid environment. 
  • Must be able to plan, supervise, and establish a professional working environment within areas of responsibility and build relationships with diverse individuals.
  • Must possess strong verbal, written, and interpersonal skills necessary to engage with interdisciplinary stakeholders across the health system; as well as, has the ability to explain hospital and departmental policies and procedures and communicate effectively with other professionals.

WORKING CONDITIONS

Expected to work in or near a clinical patient care environment with minimal exposure to environmental hazards such as excess noise, dust, or extremes in temperature. Minimal or occasional exposure to communicable diseases, toxic substances, medicinal preparations and other conditions common in a healthcare environment. Minimum adverse working conditions related to the proximity and services of the clinical healthcare services.

Additional Information

  • Primary schedule is day shift, Mon - Fri
  • Participates in rotating after hours Pharmacy Leader-On-Call program, includes weekends/holidays
  • Potential for hybrid remote schedule after orientation period based on discussion with candidate and hiring manager. 
  • Must be located in Hampton Roads, Virginia area.
